Development of SI-TAWAF WebGIS for the Digitization and Management of Waqf Assets in Bojonegoro Regency

Abstract
Waqf land management in Bojonegoro Regency remains largely manual, resulting in difficulties in spatial mapping, limited transparency, and poor awareness of waqf asset potential. This study aims to develop a web-based Geographic Information System (WebGIS) called SI-TAWAF to digitize, map, and centrally manage waqf land data in compliance with Law No. 41/2004, Government Regulation No. 25/2018, and Regulation of the Ministry of ATR/BPN No. 2/2017. The system was built using open-source technologies: Leaflet.js (integrating OpenStreetMap, Google Satellite, and ESRI Satellite layers), MySQL as the database, and PHP for application logic. Geospatial data were collected via manual coordinate input from external devices (geotagged photos) and direct digitization on the interactive map, with accuracy dependent on the input method. SI-TAWAF is publicly accessible through wakafbojonegoro.my.id, presenting waqf land information in real time through digital maps and structured tables. The system underwent User Acceptance Testing (UAT), was presented and field-reviewed as a finalist in the Bojonegoro Innovation Award, and has been officially implemented by PCNU Bojonegoro. SI-TAWAF demonstrates efficiency, accuracy, and operational benefits, transforming waqf land management into a modern digital process and offering potential as a national pilot model.
